As a former resident of California, I do have a few things to say about the Constitution of that state.
It is too easy to amend the California Constitution. Consequently, some abominable things have been added to the state constitution.
a. Prop. 13 (the Jarvis amendment) I can’t remember exactly which year that was. It was sometime after 1966, when I moved east. But its effect has been to strangle education budgets, and other important things. One consequence of
that has been the decline in quality of elementary and high schools throughout the state. Another has been the rocky condition of the University of California, Cal State University, and the Community colleges.
b. Then there is prop.8 which was just recently passed. That will undoubtedly go all the way to the US Supreme Court, and unless there are some completely unforeseen events, it will end up being sustained there.
Why has all this been possible? It is due to the actions of perfectly well-intentioned people about 100 years ago. They were trying to put more power into the hands of the people, but they didn’t design the changes carefully. So now what can you guys do? California is, after all, more than 10% of the population of the US. I can’t say it doesn’t matter to me because I don’t live in California. First of all that would be callous. But because of California’s importance, it matters to all of us.
This lecture is neither by a political scientist, a lawyer, nor by an historian. I am just a poor retired economist.
